The constituent assembly of Pakistan:met in the Assembly Chamber to discuss a few issues on point of privilege.
Sheikh Mujibur Rahman (East Bengal: Muslim): Sir, I want to draw your attention on a point of privilege. You know Sir, that Musalmans, the people of Morocco and Algeria have been massacred by the French Imperialists. I feel that we must and, I think, the Speaker himself should move a resolution condemning the action of the French Imperialists as they have massacred and killed the innocent people of Algeria and Morocco who are fighting for the independence of their country. Sir, this resolution should be sent to the French Imperialists through our Embassy and to the bereaved families of those who died in the last killings. Also we request our Government to move U.N.O. against these killings of people who are fighting for their independence. We feel, Sir, the whole House should pass this resolution unanimously and it should be passed on to the Government of France and to the bereaved families of those who died fighting against French Imperialism. Also, Sir, I draw your attention that in respect to the memory of those who have fallen in this noble cause, we should observe one minute’s silence for the peace of their souls.
Mr. Speaker: For myself, I have every sympathy with the point raised by the Honourable Member. Now I will invite the Leader of the House and the Leader of the opposition to formulate way by which this House can voice its feelings. I think, in the meantime the proceedings of the House should commence and let the Leader of the House and the Leader of the opposition agree to devise ways and means of passing a resolution expressing the opinion and feelings of this House.
Mr. Zahiruddin (East Bengal: Muslim): Sir, we are grateful to you for expressing those kind words on the resolution unofficially moved by our learned friend, Sheikh Mujibur Rahman. We feel, Sir, before the House commences its business, we shall start our business by standing up and observing one minute’s silence. Loss of one minute will not be much for this House. We all both members on this side of the House and Honourable Members on that side, agree on this point. At least we first commence our business on this day by standing in our seats observing one minute’s silence and silently praying for the souls of those who have laid down their lives for the independence of their country and also giving our moral support thereby and reminding to the world that the Moroccans and Algerians are fighting for their independence and stand for a right cause. Let us all unite, Sir, and give them this encouragement and, I think, if we observe this, the entire people of Pakistan, as one nation, will be with us and there shall be a common object before every one of us.
Mr. Speaker: There is no motion before the House on this point. Honourable Member, Mr. Mujibur Rahman, has only raised this point on a point of privilege. So what I have said on this point should be taken as final for the moment.
Mr. Speaker: Since, Mr. Fazlur Rahman is not present in the House to move his amendment – amendment is not moved.
Sheikh Mujibur Rahman (East Bengal: Muslim): Sir, on a point of privilege. Sir, the speech of Mr. Daultana has been printed by the Government at Government expense and in the Government Press and distributed.
Mian Mumtaz Mohammad Khan Dauitana Muslim): May I have a copy of that. Sir, there is another of privilege. It is very wrong if they have printed my speech
Sheikh Mujibur Rahman: Sir, I am already on a privilege.
Mr. Speaker: The Honourable Member, Sheikh M Rahman, is already on a point of privilege. Will Honou Member, Mr. Daultana, take his seat? He will be given a che when Mr. Mujibur Rahman has finished.
Sheikh Mujibur Rahman: Sir, 32 – page speech of M. Daultana has been printed by the Government at Government expense, in the Government Press and on Government paper. Sir I would like to know, through you, whether they are distributing those speeches also which are against One Unit or not. Why they are presenting only one side of the picture and are distributine those speeches or only which are in favour of One Unit? Or is Mr Daultana a Minister of the Government that his speech has been printed and distributed at Government expense? If his speech has been printed, our speeches should also be printed and distributed likewise. So, Sir, I want a clarification on that point from Honourable Members on the other side of the House through you.
Mr. Speaker: I think the House has followed.
Sheikh Mujibur Rahman: This has been issued by the Press Information Department.
Mian Mumtaz Mohammad Khan Daultana: Sir, I totally agree with Mr. Mujibur Rahman. His point of money having been spent will be answered, of course. If this speech has been published through official agency I want to sue the Government for defamation. I have seen the reports that have appeared in the press. They have got a copy from the reporters. It has got totally no connection with what I said. It is though I do not know syntax of English: I do not know how the language is spoken; I do not know the elementary rules of grammar. It is so totally devoid of sense. It has been published without consulting the person who claims to have spoken and who should have been given an opportunity at least to put it in shape so that is reflected what was said. I wish to share all what has been said by my honourable friend.
