Civilian Governor’s posting a half measure: Bhutto

RAWALPINDI AUG. 29–The people’s Party Chairman Mr. Zulfiqar Ali Bhutto said yesterday he did not oppose the appointment of a civilian Government in East Bengal but described the possibility as a “half measure,” reports AP.
Mr. Bhutto most insistent of the Pakistani political leaders in the demand for a return to civilian rule, said: “We do not believe that the appointment by itself will be a solution. It depends on what you make of it.
“In principle se are not interested in half measures. They cannot resolve total crises.”
He made the comments on reports that the former Labour Minister, Mr. A. M. Malik, 66, will replace Gen. Tikka Khan as the Eastern Governor. Mr. Bhutto was leaving Rawalpindi after three days of discussions with President Yahya Khan.
Reuter adds from Islamabad: Mr. Bhutto has had more talks with the President believed to have centred on the question of transfer of power to the country’s elected representatives and a future constitution.
Afterwards, he told newsmen that some progress had been made.
Mr. Bhutto has said he will make an announcement next month about the content and outcome of his talks with the President.
There was no indication that Mr. Bhutto’s discussions had any effect on President Yahya Khan’s apparent go-show policy in dealing with the country’s political and constitutional crisis, adds UPI.
“The President’s won attitude is satisfactory but I am not the type who will say “Hail Caesar,” Mr Bhutto said.’ There was room for “fairly rapid conclusions” he said but did not explain what he meant.
