Dear Sir,
With due respect we beg to state that you are certainly aware of the All East Pakistan Educational Conference held on the 15th & 16th September, 1950, on which the two esteemed Dailies ‘Insaf’ and Pakistan Observer’ wrote editorials on 17.9.50 & 16.9.50 respectively. In the conference a ‘Charter of Demands’ on Education has been formulated to save it from collapse. For your kind consideration we enclose herewith a copy of the ‘Charter of Demands’.
May we expect that you would kindly intimate us with steps that you are going to take up for its implementation within thirty days with effect from the date you receive it.

Extract from the Charter of Demands
4(c) The short-sighted scheme of teaching four languages in the school, the unscientific and thoughtless curriculum and the syllabus should be reformed. Urdu must never be made a compulsory language for the students of schools.
10.(a) Bengali should be recognised as one of the state languages of Pakistan.
(b) the promises given by the then Prime Minister of East Bengal to the people under pressure of the state language movement should be executed and there should also be an explanation why they have not been yet given effect into.
(c) Bengali should be recognised and enacted into law as the medium of instruction up to the highest standard of education.
(d) The seventeen centres where the Arabic script for Bengali has been experimented should be closed down and such a Government effort should never be planned in future.
(e) The distorted Bengali mixed with Urdu, served by Radio Pakistan should be immediately stopped. Bengali programme should cover 75% of the total programme of Dacca station of Pakistan Radio.
(f) the renowned Bengali writers who have been dismissed from the Dacca Station of Pakistan Radio should be immediately taken back with proper explanation. .
10.(a) The victimisation orders served on the students for taking part in the democratic movements, from time to time, should be withdrawn unconditionally and immediately.
(b) There should be recognition of freedom of meeting and other democratic rights within educational institutions. Under no circumstances shall we support the police interference in the affairs of any educational institutions.
11. All student prisoners detained in jails should either be immediately released or produced in open trial.
15. The conference condemns the secret circular issued by the Chief Secretary, East Bengal Government, suggesting repressive measures against the teachers and the students of educational institutions. The conference further demands its immediate withdrawal.
16. According to the most considered opinion of this conference, the imperialist sectarian policy pursued by the Pakistan Government with regard to foreign education, is detrimental to the interest of higher education of the country. After reviewing this policy, the conference is convinced that the government has been doing gross injustice to East Pakistanis in particular. This conference, therefore, resolves that the majority of the scholarships for foreign education should be offered to East Pakistanis.
17. This conference after giving due consideration to the national characteristics, culture & literature, hereby resolves that this part of Pakistan be named ‘Bengal’ instead of ‘East Bengal’ or ‘East Pakistan’.

Controller of Examinations, on special request.
1. Proceedings of the last meeting held on 19.4.50 were read and confirmed.
3. Considered an ‘ultimatum-like’ letter to the Vice-Chancellor from Oli Ahad, and also reviewed his past activities, namely,
I. His participation in the menials’ strike and expulsion from the University because of this,
II. His undertaking to the Provost of good conduct in future, and also his unqualified apology for taking part in the menials’ strike.
III. His re-admission to the University on the basis of II above,
IV. His subsequent conduct, in complete disregard of his undertaking, and in violation of the rules and regulations of the University, in :
a. Associating himself with almost all unauthorised meetings held in the University compound,
b. Taking a leading part in the no-fee campaign, and picketing at the Accounts counter,
C. Behaving indecently to an Assistant Proctor when he prevented him from participating in an unauthorised meetings.
d. Holding sessions of the so-called Educational Conference in the Assembly Hall of the F. H. Muslim Hall without the permission of the authorities.
Recommended that, in view of all these activities, against his undertaking and the rules and regulations of the University, Oli Ahad’s application for admission to the I Year M. Com. class be not accepted. The Board rose at 4.30 P. M.
