Dear Editor,
I have read with interest the article/Pakistan’s Gravest Challenge by Mr. Aziz Beg, Editor of the Pakistan Monitor, Lahore which appeared in the columns of your esteemed paper on Saturday the 23rd October, 1971.
May I be permitted to correct an erroneous statement in the article. The writer has referred to a proposal of the Security Council regarding refugees from East Bengal. The fact is that this question has never been considered by the UN Security Council nor has that body made any recommendation on the issue.
India is no party to the problem that the rulers of West Pakistan have brought upon themselves by their actions in East Bengal. The question of posting observers within the Indian border therefore does not arise. However, as the Foreign Minister of India, Mr. Swaran Singh, said in the Indian Parliment on the 3rd August 1971. “Mere posting of observers will only create a facade of action as a cover for the continuation of the present policies of the military rulers of Pakistan and further aggravate the suffering of the people of Bangla Desh.”
India is not concerned if observers appear on the East Bengal side of the border. What does concern is that 15 of the population of Pakistan has already come into India and the flow shows no sign of abatement.
