আমরা ৬ দফা দাবির জন্য জেলে এসেছি
এই দণ্ড দেওয়ার পরেই জহিরের সাথে আমার আলাপ হয়। আমি তাকে বললাম আমাকে জেল দিয়েছে আমি বিনাবিচারে বন্দি আছি। কতকাল থাকতে হয় জানি না, আমার পক্ষে পূর্ব বাংলার মানুষের সাথে বেঈমানী করা সম্ভব নয়। যাহা ভাল বােঝ কর। আমি জানি ৬দফা দাবি পূরণ হওয়া ছাড়া এদের বাঁচবার উপায় নাই। আজ আমি এক বৎসর দেশরক্ষা আইনে বিনা বিচারে জেলে আছি। আমার সহকর্মীরাও আছে। আমি দেখলাম আমার অবর্তমানে দুই গ্রুপ সৃষ্টি হয়েছে। একদল ৬দফা ছাড়া আপােষ করবে না আর একদল নিম্নতম কর্মসূচীতেই রাজি।
পূর্ব পাকিস্তান আওয়ামী লীগ প্রস্তাব দিয়েছে আমার মত নিয়ে কাজে অগ্রসর হতে। কোর্টে জহির সাহেব আমার কাছে মত জিজ্ঞাসা করেছেন আর বলেছেন অনেকদূর অগ্রসর হয়ে গেছে—পিছান কষ্টকর। আমি আমেনা, আজিজ, মােস্তফা ও জহির সাহেবকে বলে দিয়েছি ঐক্যে আমার আপত্তি নাই তবে সকল বিরােধী দলকে নিতে হবে, ন্যাপকে বাদ দেওয়া চলবে না; দ্বিতীয় পার্টির কাজ বন্ধ হবে না—৬ দফার আন্দোলন চালাইয়া যাবে পার্টি। আমি ও আমার সহকর্মী যারা জেলে আছি বিশেষ করে খােন্দকার মােশতাক, তাজউদ্দীন ও আমাকে কোনাে সর্বদলীয় কমিটিতে রাখবা না। আমরা ৬দফা দাবির জন্য জেলে এসেছি। অনেক লােক গুলি খেয়ে মারা গেছে, অনেক কর্মী জেল খাটছে তাদের ত্যাগের দাম আমাকে দিতেই হবে। তাদের রক্তের সাথে বিশ্বাসঘাতকতা আমি করতে পারব না। তবে ঐক্য হউক, এই সমস্ত নেতারা কি করে দেখি? এরা ত্যাগ করতে প্রস্তুত আছে কিনা আমি জানি না। তবে আমার সন্দেহ আছে! আমি তােমাদের বাধা দিতে চাই না, তবে উপরে উল্লেখিত দাবি না মানলে পূর্ব পাকিস্তান আওয়ামী লীগ যােগদান করবে না। যদি করে তাতে আমি আর কি করতে পারি! আমিতাে জেলেই আছি। বিরােধীদলগুলি নিম্নতম কর্মসূচির মাধ্যমে ঐক্যজোট করার জন্য ব্যস্ত হয়ে পড়েছে। পশ্চিম পাকিস্তান থেকে প্রায় সকল দলের নেতৃবৃন্দই এসেছেন। শুধু ন্যাপ নেতারা আসেন নাই। পাকিস্তান আওয়ামী লীগ কার্যকরী কমিটি ও পূর্ব বাংলার ওয়ার্কিং কমিটির সভা একসাথে ডাকা হয়েছে। পাকিস্তান। আওয়ামী লীগ ঐক্যজোটের পক্ষে মত দিয়েছেন, পূর্ব পাকিস্তান আওয়ামী লীগের ভিতরে তীব্র মতভেদ হয়েছে শুনলাম। যতবারই আওয়ামী লীগ যুক্তফ্রন্ট ও ঐক্যজোট করতে চেষ্টা করেছে আওয়ামী লীগের মধ্যে ভাঙন ধরেছে। আমি, সাধারণ সম্পাদক তাজুদ্দিন, বিশিষ্ট নেতা খােন্দকার মােশতাক আহমদ জেলে আছি। আমরা ৬ দফা দাবির জন্য জেলে এসেছি। আজও প্রচার সম্পাদক আব্দুল মােমিন, কালচারাল সম্পাদক ওবায়দুর রহমান, অর্গানাইজিং সেক্রেটারি মিজানুর রহমান চৌধুরী, প্রভাবশালী নেতা শাহ মােয়াজ্জেম, ওয়ার্কিং কমিটির সদস্য মােল্লা জালালউদ্দিন, মহীউদ্দিন আহম্মদ সিটি আওয়ামী লীগ সম্পাদক নারায়ণগঞ্জ, ঢাকা সিটির অফিস সেক্রেটারি মােহাম্মদ সুলতান এবং ঢাকা জেলা অফিস সেক্রেটারি সিরাজউদ্দিন জেলে।
পাকিস্তান আওয়ামী লীগ একটা প্রস্তাবও পাশ করে নাই আমাদের মুক্তির জন্য। মােল্লা জালাল ও সিরাজউদ্দিনকে কুমিল্লা জেলে হঠাৎ নিয়ে যাওয়া হয়েছে। ব্যাপার বুঝলাম না। এই সময় এদের বদলি করার অর্থ কি? এতদিন জেলে রাখার পরেও সরকারের রাগ মেটে নাই। জালালের ফ্যামিলি ঢাকায়। সিরাজের বাবা মা কেহই নাই। ঢাকায় দুই একজন বন্ধু-বান্ধব আছে। জেলের ভিতর আমার কাছে একটা প্রস্তাব পাঠান হয়েছে। আমি পড়ে দেখলাম একটা ‘শুভঙ্করীর ফাঁকি’ ছাড়া আর কিছুই না। ৬ দফার ভিত্তিতে স্বায়ত্তশাসন না মানলে ঐক্য হয় কি করে?
নিম্নে প্রস্তাবটা উঠাইয়া রাখলাম ভবিষ্যতের জন্য। Nawabjada Nasrulla’s Draft
1. The constitution shall provide for a federation of Pakistan with Parliamentary form of Government, supremacy of legislature, directly elected on the basis of universal adult franchise, complete and full fundamental rights, unfettered freedom of the press and independence of the Judiciary.
2. The federal government shall deal with the following subjectI) Defence II) Foreign Affairs III) Currency and Federal Finance IV) Interwing communication and trade and such other subject as may be agreed upon.
3. There shall be full regional Autonomy and residuary powers in regard to all other subjects shall vest in the govt. as enmisiged by the constitution in the two wings.
4. It shall be the constitutional responsibility of the Government of Pakistan to remove economic disparity between the two Wings of the Country in the course of ten years and within this period to spend all the foreign exchange earned by East Pakistan exclusively in that wing. The foreign exchange acquired by the provinces shall be at the absolute disposal of the Provincial Governments, after allowing for East Pakistan’s proportionate share of the defence, foreign expenditure and the central liabilities. The Government of Pakistan shall also give priority in foreign aid and loan to East Pakistan till economic disparity is removed and shall adopt such fiscal and monetary policies as would stop the flight of Capital from to time the Eastern Wing. For this purpose appropriate legislation shall be enacted from time to time with regard to bank deposit and profits insurance premium and industrial profits in particular.
5. Currency, Foreign Exchange and Central Banking. I) Inter Wing Trade. II) Inter Wing Communication. III) Foreign Trade
Should each be managed by a board consisting of an equal number of members from East and West Pakistan.
6. The Sureme Court and all departments of central services including diplomatic services and autonomous bodies shall consist of an equal number of persons from East and West Pakistan. To achieve this parity future appointments should be made in a manner so that the total strength of such officers be brought at par within a period of ten years.
7. It Shall be the constitutional responsibility of the Government of Pakistan to bring at par the effecting fighting and fire power in the Armed Services in the two Wings of the Country and to that end to establish a Milirary Academy, Ordnance Factories, Cadet Colleges and School, raise recruits for the three services from East Pakistan to ensure implementation of the above, a Defence Council consisting of equal number of members from East and West Pakistan shall be established.
8. The Constitution in this declaration means the Constitution of 1956 which shall be promulgated immediately. Within six months of the promulgation of the Constitution, General Election shall be held to the Central and Provincial Assemblies. The foremost business transacts by the Natonal Parliament shall be the Incorporation of the changes as spelt out in the Preceding clauses into the Constitution.
আজ লাহাের প্রস্তাবের মালিকের মৃত্যুবার্ষিকী। আর লাহাের প্রস্তাবের ভিত্তি করে আমি যে ৬দফা দাবি পেশ করেছি তার উপর বক্তৃতা করার জন্য এ দিনটিতে আমাকে ১৫ মাস বিনাশ্রম কারাদন্ড দেওয়া হলাে। আল্লার মহিমা বােঝা কষ্টকর!
