মাননীয় প্রধানমন্ত্রী, মহাত্তনবৃন্দ, ভদ্রমহিলা ও ভদ্রমহোদয়গণ,

এই উপমহাদেশের শান্তি শৃঙ্খলা রক্ষার স্বার্থে আমরা সকলের সহায়তা কামনা করেছি। ক্ষমাশীলতার পথে উদ্বুদ্ধ হয়ে আমরা এই পথে অগ্রসর হয়েছি। কারণ আমরা বিশ্বাস করি ক্ষমা (অস্পষ্ট) নিরাময় করে – কেবল আমাদের দুই দেশের জনগণের কল্যাণেই নয় – বরং উপমহাদেশে বসবাসকারী কোটি কোটি মানুষের স্বার্থকে রক্ষা করবে।
জনাব প্রধানমন্ত্রী, (অস্পষ্ট) আমি (অস্পষ্ট) সম্মেলনে যোগদানের জন্য লাহোরে গিয়ে ১৯৭১ সালে বাংলাদেশে সঙ্ঘটিত ঘটনাগুলি সম্পর্কে সেখানকার জনগণের যে অনুশোচনা অনুতাপ আমি লক্ষ্য করেছি তা স্বাভাবিকভাবেই আমার কাছে স্মরণীয়। যুদ্ধের অসহনীয় দুর্ভোগ সত্ত্বেও বাংলাদেশের জনগণ পাকিস্তান সরকার ও তার জনগণের সঙ্গে একটি (অস্পষ্ট) নিষ্পত্তির স্বার্থে সহনশীলতা (অস্পষ্ট) সফল করেছে। ইতিহাস আমাদের স্কন্ধে যে দায়িত্ব অর্পন করেছিল সে দায়িত্ব আমরা নিষ্ঠার সাথে পালন করেছি। এই পটভূমিকায় (অস্পষ্ট) যেমন আমাদের নেই – তেমনি একটি ঐতিহাসিক সম্ভবনা স্বার্থের (অস্পষ্ট) হারিয়ে যাবে – এবং গোটা বিশ্বের সুখী মানুষের কোন কাজে আসবেনা – (অস্পষ্ট)।
জনাব প্রধানমন্ত্রী, বাংলাদেশের স্বাধীনতার পর থেকেই আমরা জোট নিরপেক্ষ বৈদেশিক নীতি অবলম্বন করছি। সকলের সঙ্গে বন্ধুত্ব কারো সঙ্গে (অস্পষ্ট) নয় এই নীতি অনুসরণ করেই (অস্পষ্ট) – সক্রিয় পদক্ষেপ গ্রহণ করে আসছি। কমনঅয়েলথ থেকে আরম্ভ করে ইসলামিক শীর্ষ সম্মেলনে আমাদের যোগদান (অস্পট) এর ফলশ্রুতি। দুনিয়ার নির্যাতিত জাতী ও মানুষের সকল সংগ্রামের প্রতি আমাদের সমর্থন রয়েছে। আমরা বিশ্বাস করি, উপমহাদেশে ও অন্যান্য দেশগুলোতে কোটি কোটি মানুষের কল্যাণের জন্য শান্তি ও সহযোগিতা একান্তভাবে অপরিহার্য। (অস্পষ্ট) বা সমস্যাবলী জিইয়ে রেখে (অস্পষ্ট) এর কোনটাই সমস্যা সমাধানে সাহায্য করে বলে আমরা বিশ্বাস করিনা। এই মৌলিক বিশ্বাসের আলোকে আমরা মনে করি যে স্বর্বস্তর (অস্পষ্ট) অথবা শক্তি পরিহার করে অর্থপূর্ণ আলাপ আলোচনার মাধ্যমে (অস্পষ্ট) উপমহাদেশের তথা সমস্ত বিশ্বের শান্তি প্রতিস্থা এবং (অস্পষ্ট) পথ উন্মোচন হবে।
জনাব প্রধানমন্ত্রী, আপনি নিশ্চই স্বীকার করবেন যে এদেশের মানুষ একটি বৃহত্তম লক্ষ্য অর্জনের জন্য যে ঔদার্যের পরিচয় দিয়েছে বিশ্বের ইতিহাসে তা নিতান্তই বিরল। কিন্তু নিষ্পত্তি ও সমঝোতার এই প্রচেষ্টা কখনো এক তরফা হতে পারেনা। সত্যিকারের নিষ্পত্তির স্বার্থে পাকিস্তানের জনগণ ও সরকারকে (অস্পট) সমাধানের জন্য আমাদের দৃঢ় পদক্ষেপে এগিয়ে আস্তে হবে। বাংলাদেশে এখনো হাজার হাজার পাকিস্তানি রয়েছে। পাকিস্তানি সরকারের রাষ্ট্রনীতি ও প্রজ্ঞার উপরেই তাদের ভিবিষ্যত নির্ভর করছে। যেসব বহিরাগত বাংলার অনুগত স্বীকার করেছে তারা বাংলাদেশের নাগরিক। কিন্তু এরও একটা অংশ পাকিস্তানের (অস্পষ্ট) গৃহীত হলে পাকিস্তানে যাবার জন্য অধিক আগ্রহে প্রহর গুনছে। (অস্পষ্ট) এই মানবীয় সমস্যাকে আমরা নিগৃহীত হতে দিতে পারিনা। আমাদের দুই দেশের মধ্যকার সম্পর্ক উন্নয়নের স্বার্থে বাংলাদেশ ও পাকিস্তানের সম্পদ বাটোয়ারার প্রশ্নটি আশু আলোচনা ও (অস্পষ্ট) অবস্থা রাখে। আমাদের মনে রাখতে হবে যে চূড়ান্ত লক্ষ্যে পৌঁছাতে হলে মীমাংসার জন্য ন্যায়সঙ্গত পথ ছাড়া আমাদের সামনে অন্য কিছু বিকল্প নাই। আমাদের দুটো দেশ উপমহাদেশের বৃহত্তম স্বার্থে (অস্পষ্ট)।
জনাব প্রধানমন্ত্রী, সর্বপ্রকার বিদ্বেষ ও (অস্পষ্ট) ভুলে গিয়ে শান্তিপূর্ণ সহঅবস্থানের ভিত্তিতে আসুন আমরা আমাদের দুঃখী মানুষের স্বার্থে (অস্পষ্ট)। আপনার বাংলাদেশ সফর নূতন দিগন্ত উন্মোচনে সহায় হোক আমি তাই কামনা করি। মাননীয় প্রধানমন্ত্রী, (অস্পষ্ট) আমাদের আজকের বক্তব্য ও কর্ম (অস্পষ্ট) শান্তি ও সমৃদ্ধির পথে সমস্ত (অস্পষ্ট) বিলীন করে বিশ্বের এই অঞ্চলের জনগণের শান্তি (অস্পষ্ট) ঘটাবে বলে আমরা আশা করি। কোনপ্রকার দ্বিধা না রেখে খোলাখুলিভাবে আমি আমার বক্তব্য পেশ করেছি। এবং নূতন যুগের সূচনা প্রচেষ্টায় আপনি অকৃত্তিম বন্ধুত্বের উদ্যোগ নিয়ে এগিয়ে আসবেন বলে আমি আশা করি।

Mr. Prime Minister, Excellencies, Ladies and Gentlemen,
This is your first visit to sovereign, independent Bangladesh. While your visit takes place against the backdrop of tragic and heartrending memories, it is a visit which has undeniable significance. The heroic people of Bangladesh have attained, through a bloody war of liberation, their dream of freedom, a dream cherished by them over the centuries. In this struggle for freedom, there is hardly a family in Bangladesh which has not borne the agony of the supreme sacrifice. Even today our war ravaged land is rent by the cries of those lamenting the loss of near and dear ones.
Today, the people of Bangladesh, from the midst of their devastated land, welcome you and the members of your entourage. In this background, it is but natural that their memories are brought back to those agonizing days and the suffering of the war.
I do not wish to look into the past, or to recall events which evoke feelings of revenge or retribution. We have shunned revenge so that we may look forward to fulfil our revolutionary urge to move towards a better future. We have always stood for justice. We have sought the settlement of all disputes on the basis of sovereign equality and mutual respect in the larger interest of achieving peace and understanding in the subcontinent. We have been moved by feelings of forgiveness, to embark upon this path; we have done this in the firm conviction that it is only by adhering to this noble ideal that the wounds of war can be healed and the genuine interest of the people of our two countries, indeed of the millions of inhabitants of this sub-continent can be advanced.
Mr. Prime Minister, I recall that when I was in Lahore to attend the Islamic Summit, I have seen in the eyes of the people of Pakistan signs of repentance and regret for the events that took place in Bangladesh in 1971. The people of Bangladesh have, I believe, set a noble example of unswerving perseverance in their search for a genuine settlement with the government and people of Pakistan, despite the harrowing and unjust war and the unbearable sufferings inflicted upon them. We have discharged with dedication the task committed to us by history. In this background, while we may not be able to achieve the impossible, we should spare no effort, nor yield to any narrow consideration in seizing this historic opportunity to advance the interest of the suffering multitudes of our subcontinent.
Mr. Prime Minister, ever since the emergence of Bangladesh, we have been actively pursuing a policy of non-alignment in our foreign relations, based upon friendship for all and malice towards none. In pursuance of this policy, right from the outset, we have endeavored actively to promote friendship and cooperation among nations. Our participation in all international forums, from the Commonwealth to the Islamic Summit, has been guided by this policy. Our quest for peace is sincere, and our support for the oppressed masses of the world in their struggle for liberation, is unqualified and total. It is our firm belief that peace and mutual cooperation are indispensable for this sub-continent as well as for the millions in the developing countries of the world, We believe that there can be no real solution to the problems facing the world, by maintaining attitudes of permanent hostility or through military means. It is our fundamental conviction that disputes cannot be solved by resort to force, but only through meaningful discussions. This is the way which can lead us to the establishment of durable peace and to the welfare of the peoples of the subcontinent and the world.
Mr. Prime Minister, you will agree that our people moved by the desire to attain this great and noble goal have shown magnanimity and breadth of vision to a degree which is rare in history. If outstanding problems are to be solved this sprit must be fully reciprocated. The Government and people of Pakistan can contribute towards a real settlement of the problems arising out of the conflict of 1971 by taking positive steps in that spirit. Even now there remain thousands of Pakistanis in Bangladesh. Their future is dependent on the vision and sagacity which you may bring to bear on their situation. Those non-Bangalees who have pledged allegiance to Bangladesh are the citizens of this country. A number of them have, however, voluntarily confirmed their indissoluble ties with Pakistan and are now anxiously awaiting the hour when they may be repatriated to Pakistan. The problems of these poor and unfortunate people is a humanitarian one. We must not allow human consideration to be submerged by considerations of diplomatic advantage or political convenience.
I may also mention that immediate consideration and settlement of the question of the division of assets between Pakistan and Bangladesh would materially contribute to the improvement of relations between our two countries. You will no doubt agree that the only proper course is for us to reach a settlement based on justice and fair-play.
It is in the interest of the two countries and in the larger interest of the sub-continent that we should channelize the creative efforts of our peoples for constructive purposes. This calls for the creation of a congenial atmosphere of mutual friendship and amity, free from fear, suspicion and ill-will.
Mr. Prime Minister, let us forget the enmity and bitterness of the past and inaugurate a new chapter of hope and prosperity for our peoples. I sincerely hope that your visit to Bangladesh will open up this new horizon.
Mr. Prime Minister, while we move forward towards, a settlement of bilateral matters, let us not be unmindful of the larger context of the sub-continent. We hope that our words and deeds will remove all obstacles in the way of friendship, peace and prosperity and will contribute towards the realization of the hopes and aspirations of the people of this region, and of the world.
I have spoken in a frank and forthright manner. It is my hope that you will contribute towards ushering in a new era, in a spirit of friendship and earnest endeavor.
Mr. Prime Minister, Excellencies, Ladies and Gentlemen,
May I now invite you to join me in a toast to the health, long life and happiness, of His Excellency the President of the Islamic Repubic of Pakistan, to your health, long life and happiness, to the happiness and prosperity of the friendly people of Pakistan, and to enduring peace in the sub-continent.

আপনি আমাকে, আমার সহকর্মীদের এই নৈশভোজের দাওয়াত করার জন্য আপনাকে আমি আন্তরিক ধন্যবাদ জানাচ্ছি। আপনার কিছু উর্দু, কিছু ইংরেজি বক্তৃতা শুনে সত্যিই আমরা আনন্দিত হয়েছি। আমি আরো আনন্দিত হতাম যে যদি আপনি হিন্দি, বেলুচি, ও পসতু ভাষায় বক্তৃতা করিতেন। এবং এই সমস্ত ভাষায় আপনি বক্তৃতা করতে জানেন। ভাষা জানা এক জিনিষ আর নিজের ভাষাকে ভালবাসা এবং শ্রদ্ধা করা অন্য জিনিষ।
মাননীয় প্রাধানমন্ত্রী আমাদের নানা অসুবিধা থাকা সত্ত্বেও আমরা চেষ্টা করেছি আপনাকে সাদর অভ্যর্থনা জানাতে বাংলাদেশের এই স্বাধীন মাটিতে। আপনি আমাদের নীতি জানেন যে আমরা সকলের সাথে বন্ধুত্ব কামনা করি তেমনি আমরা পাকিস্থানের সরকার ও জনগনের সাথে আমরা বন্ধুত্ব কামনা করি। একথা সত্য যে ইতিহাস সত্য তা সত্য হিসেবেই থাকে; এর অন্য ব্যাখ্যা দিয়ে সেই ইতিহাসকে নষ্ট করা যায় না। আমরা, আপনি জানেন যে, যদিও বাংলাদেশের মানুষের মনে অনেক ব্যাথা, অনেক দুঃখ, অনেক যন্ত্রণা, অনেক কিছু রয়েছে; তবুও আমরা বিশ্বাস করি যে পুরানা কথা ভূলে যেয়ে, নতুন করে আমাদের সম্বন্ধ স্থির করতে বাংলার জনগণ, বাংলার সরকার কোনদিন পিছপাও নয়, ভবিষ্যতেও থাকিবে না।
জনাব প্রাধানমন্ত্রী, আমাদের আপনার সঙ্গে, আমার ব্যাক্তিগতভাবে ও অন্যান্য বিষয়ে দ্বিপাক্ষিক আলোচনা হয়েছে। আশাকরি যদি আমাদের উদ্দেশ্য মহৎ হয় তাহলে আমরা আলোচনার মাধ্যমে আমরা সমস্ত কিছুর মিমাংসা করতে পারবো। আপনাকে… আপনাকে আর কষ্ট দিতে চাইনা। আপনি আমাদের আন্তরিক অভিনন্দন গ্রহন করুন এবং আমি সমস্ত অতিথিবৃন্দকে অনুরোধ করবো যে প্রধানমন্ত্রী জনাব জুলফিকার আলি ভুট্টর স্বাস্থ্য, দীর্ঘ জীবন, পাকিস্থানের জনগনের সুখ-সমৃদ্ধি এবং যাতে দুনিয়ায় মানুষ শান্তিতে বাস করতে পারে এবং দুনিয়ার দুঃখী মানুষ যেন অত্যাচার, অবিচার থেকে রক্ষা পেতে পারে, তারই জন্য আমি আজ আপনাদের আবেদন জানাবো যে আসুন আমরা সকলে মিলে দুনিয়ার দুঃখী মানুষের জন্য, তাদের মংগলের জন্য, বিশেষ করে আমাদের অতিথি প্রধানমন্ত্রীর দীর্ঘজীবন কামনা করে এবং পাকিস্থানের জনগণের সুখ সমৃদ্ধি কামনা করে আমি আপনাদের পান করতে অনুরোধ করছি।

Mr. Prime minister, distinguish ladies are gentlemen present and friends,
On behalf of my colleagues and my behalf, I should like to thank you warmly for your kind invitation in this banquet. We are delighted to hear your speech, which party in Urdu and partly in English. I would have even be happier if you would have spoken in Hindi, Beluchi and other languages. Because I know, you know every language. It is one thing to know language; it is slightly different to know and love one’s own language. Despite our limitations and difficulties, we are have tried our best to extend you a warm welcome in Bangladesh. As you know, we have been perusing a policy, our friendship for all and therefore we welcome our friendship with the
government and people of Pakistan. It must be admitted that history remains history, it cannot be changed by giving a different explanation of it. Although our minds are full of many battles, many sufferings, many sorrows, it is our intention to forget those and try and build up a new relation with the people and government of Pakistan.
Mr. Prime minister, we have an opportunities those between myself and yourself and between our delegations to discuss all matters which are of interest to us and I sincerely believe, if our goal is honest, we should be able to arrive at satisfactory solution of all the problems. Mr. Prime minister I do not wish to prolong my speech, I should like to conclude my speech by thanking you. But before doing that, I wish to invite all of you to drink to the health of the distinguish prime minister, to think for a while for the millions of oppressed and suppressed all around the world to express our sense of our sympathy in solidarity for them and hope that all of us will join me in drinking to the health and happiness of all, including the people of Pakistan.
