তেলিয়াপাড়া সম্মেলন
২৫ মার্চ পাকিস্তানি বাহিনী নিরীহ বাঙালিদের উপর ঝাপিয়ে পড়লে বাঙালিরা সশস্ত্র প্রতিরােধ শুরু করে। সশস্ত্র আন্দোলনে স্বতঃস্ফূর্তভাবে অংশ নেয় ছাত্র-জনতা, সেনা, পুলিশ, ইপিআর, আনসারসহ সর্বস্তরের মানুষ। তবে, প্রাথমিক অবস্থায় বিচ্ছিন্নভাবেই চলতে থাকে এই প্রতিরােধ সংগ্রাম, ছিল না কোন যুদ্ধ প্রস্তুতি, উপযুক্ত যুদ্ধ সরঞ্জাম এবং সংগঠন। বাংলাদেশের স্বাধীনতা যুদ্ধ প্রথম সাংগঠনিক রূপ লাভ করে বৃহত্তর সিলেট জেলার হবিগঞ্জ মহকুমার অন্তর্ভুক্ত তেলিয়াপাড়া নামক স্থানে। ১ এপ্রিল তেলিয়াপাড়া চা বাগানের ম্যানেজার বাংলােয় ২ ও ৪ নং ইস্ট বেঙ্গল রেজিমেন্টের একটি যৌথ অস্থায়ী হেড কোয়ার্টার স্থাপন করা হয়, পাকিস্তানি সেনাবাহিনীর নৃশংসতার বিরুদ্ধে একটি বৃহৎ যুদ্ধ পরিকল্পনা প্রণয়নে এখানে বাঙালি সামরিক অফিসাররা একত্রিত হন। ভারতীয় সীমান্ত রক্ষীবাহিনীর (বিএসএফ) পূর্বাঞ্চলীয় মহাপরিচালক ব্রিগেডিয়ার পান্ডে তেলিয়াপাড়া হেডকোয়ার্টারে লেফটেন্যান্ট কর্নেল এস এম রেজা, মেজর সফিউল্লাহ, মেজর খালেদ মােশাররফ ও মেজর শাফায়াত জামিলের সঙ্গে দেখা করে কর্নেল ওসমানীর সীমান্ত অতিক্রম এবং ৮ নং ইস্ট বেঙ্গল রেজিমেন্টের বিদ্রোহে নেতৃত্বদানকারী মেজর জিয়ার সশস্ত্র প্রতিরােধ সংগ্রামের সংবাদ দেন। লেফটেন্যান্ট কর্নেল এস এম রেজা বিদ্রোহী বাহিনীগুলাের কার্যক্রম সমন্বিত করা এবং ভারতীয় বিএসএফ-এর পক্ষ থেকে সম্ভাব্য সাহায্যের ব্যাপারে ৪ এপ্রিল তেলিয়াপাড়া চা বাগানের ডাকবাংলােয় একটি জরুরি আলােচনা সভার প্রয়ােজনীয়তার কথা তুলে ধরেন। ব্রিগেডিয়ার পান্ডে এ ব্যাপারে সর্বাত্মক সহযােগিতার আশ্বাস দেন। পূর্ব সিদ্ধান্ত অনুযায়ী ৪ এপ্রিল সকাল ১০টায় ব্রিগেডিয়ার পান্ডে ভারতীয় বিএসএফ প্রধান সায়গল এবং কর্নেল মুহাম্মদ আতাউল গনি ওসমানীকে সঙ্গে নিয়ে তেলিয়াপাড়া হেডকোয়ার্টারে এসে উপস্থিত হন। এখানে উপস্থিত হয়েছিলেন লেফটেন্যান্ট কর্নেল এসএম রেজা, লেফটেন্যান্ট কর্নেল আব্দুর রব, মেজর (অব.) কাজী নূরুজ্জামান, মেজর কে এম সফিউল্লাহ, মেজর খালেদ মােশাররফ, মেজর নূরুল ইসলাম, মেজর শাফায়াত জামিল, মেজর মইনুল হােসেন চৌধুরী, মেজর জিয়াউর রহমান, ক্যাপ্টেন আব্দুল মতিন এবং ব্রাহ্মণবাড়িয়ার মহকুমা প্রশাসক কাজী রফিক উদ্দিনসহ আরাে কিছু সংখ্যক সেনা অফিসার। সভায় সিদ্ধান্ত গৃহীত হয় যে, মুক্তিযুদ্ধ একটি কেন্দ্রীয় নেতৃত্বে পরিচালিত হবে এবং প্রধান সেনাপতির দায়িত্ব পালন করবেন কর্নেল মুহাম্মদ আতাউল গনি ওসমানী। তেলিয়াপাড়ায় অনুষ্ঠিত এই সভা বাংলাদেশের স্বাধীনতা যুদ্ধে সেনাবাহিনীর উর্ধ্বতন বাঙালি কর্মকর্তাদের প্রথম সমন্বয় সভা।
The Meeting at Teliapara
After the barbaric assault of the Pakistan army on innocent civilians of Bangladesh, people from all walks of life -the students, the army, the EPR, the para-military force – everyone took part in an armed resistance against the enemy. Yet, due to a lack of preparation and planning along with almost no proper arms and ammunition available to support the war, separate and unorganized fights were taking place in many places. The first organized structure to fight the war for independence was put in place at Teliapara under Habiganj. On 1 April, at the bungalow of the Manager of Teliapara tea garden, a joint temporary headquarter was set up for the 2nd and 4th East Bengal Regiment. To facilitate a greater plan for the war against the Pakistanis, several army officers gathered at the Teliapara tea garden. At Teliapara Headquarter, the director of the western region of the Indian Border Security Force (BSF) Brig. Pundey met with Lt. Col. S M Reza, Major Shafiullah, Major Khaled Mosharraf and Major Shafayat Jamil and informed them of Colonel Osmani’s border crossing and the resistance movement of Major Zia leading the 8th East Bengal Regiment. In a meeting held at Taliapara tea garden, on 4 April, Lt. Col. S M Reza stressed the need for an urgent meeting to establish a better coordination among the resistant groups fighting for freedom. The meeting also rasied the issue of possible help from BSF. Brig. Pundey assured of all possible assistance. As scheduled, at 10 am in the morning Brig. Pundey along with the Chief of BSF Mr. Saigal and Col. Mohammed Ataul Gani Osmani arrived at Teliapara. Among other personnel, Lt. Col. S M Reza, Lt. Col. Abdur Rab, Major Kazi Nuruzzaman, Major KM Shafiullah, Major Khaled Mosharraf, Major Nurul Islam, Major Shafayat Jamil, _Major Moinul Hossain Chowdhury, Major Ziaur Rahman, Captain Abdul Matin and SDO of Brahminbaria Kazi Rafiq Uddin were present in the meeting. The meeting decided that the battle would be under central leadership and that Col. Osmani would be the chief of the fighting forces. This was the first coordination meeting among the high ranking army personnel of Bangladesh.
